San Bernardino Fire District Headquarters

This 80,000-square-foot facility was purposefully designed to serve as the headquarters for the San Bernardino County Fire District, delivering a modern, highly functional space tailored to the District’s operational needs. Developed through a public-private partnership between the County of San Bernardino, the Inland Valley Development Agency (IVDA), and ICO Real Estate Group, the project reflects a collaborative approach to public infrastructure.

ICO orchestrated the acquisition of a 75,000-square-foot building from IVDA—originally constructed for the Department of Defense in the late 1950s—and led its complete transformation. The building was fully gutted, expanded to 80,000 square feet, and rebuilt to meet contemporary standards. Working closely with the Fire District, ICO guided the design and implementation of comprehensive renovations and tenant improvements to create a state-of-the-art headquarters facility.

In addition to development, ICO structured an innovative lease solution incorporating long-term, tax-exempt financing, property tax exemptions, and the ultimate transfer of ownership to the County. The project was delivered on time and under budget, resulting in an estimated $25–$35 million in cost savings compared to the County’s original development plans.
